The best advice for a newbie is to read about astronomy. FREE information is available easily on the web so make good use of it.
The local library or bookstore should have an astronomy section.
DON'T rush out to buy a telescope or other expensive equipment until you learn to watch the sky. In fact, you might already have a pair of binoculars lying around the house or can borrow a pair from a friend. Binculars might not look as impressive but they'll allow you to see many things comparable to some small telescopes.
Hang out on the newsgroup sci.astro.amateur (saa for short). There are multitudes of topics being discussed and you can learn a lot by just "ghosting" (ie, don't post, just read). Most of the people are really friendly though and will answer your qns.
You can download Free Agent, a freeware Newsreader program for Windows.
If you're from Singapore, do consider joining also singastro, a local mailing list. Sometimes members of this mailing list meet for an informal star party.
